Does the hospital need to use the JW modifier to report wastage of contrast material?

Until January 1, 2017, it is up to the local Medicare administrative contractor (MAC) to determine whether to require modifier -JW or not. Beginning January 1, 2017, Medicare will require -JW modifier when billing for wasted amounts of separately payable drugs.

However, according to the recently released FAQs from CMS (available at https://www.cms.gov/Medicare/Medicare-Fee-for-Service-Payment/HospitalOutpatientPPS/Downloads/JW-Modifier-FAQs.pdf), since most contrast material is status “N”, packaged, and not separately paid, the JW modifier policy would not apply on the hospital side.
